ANNOUNCEMENT:
CLOSURE OF LOW CARBON BUILDING PROGRAMME PHASES 1 and 2 TO NEW APPLICATIONS FOR ELECTRICAL MICROGENERATION TECHNOLOGIES

The Low Carbon Buildings Programme (LCBP), Phase-1 and Phase-2 has closed to all new applications for grants for electrical microgeneration as of 5pm, Wednesday 3rd February, which follows the publication of the Government's consultation on the Feed-In Tariffs (FIT's).

The LCBP Programme has been running since 2006 and has provided a firm basis for the manufacture, assembly, supply and installation of microgeneration technology across the UK with over 14,500 grants provided to householders and 3,000 grants provided to schools, churches, communities and other not-for-profit organisations to date. 

The publication of the of the FIT's consultation on Monday 1st February in advance of the FITs tariff introduction, scheduled for April 2010, will provide additional certainty for the industry to continue to develop and expand.
The total funding for LCBP is finite and the closure to applications for electrical microgeneration technologies will allow the remaining un-allocated funding to be focussed on thermal microgeneration in the run-up to the introduction of the Renewable Heat Incentives (RHI's) scheduled for April 2011.

The Low Carbon Buildings Programme is the £131 million grants programme providing assistance for the purchase and installation of both electrical and thermal microgeneration technology for householders under Phase-1 and schools, churches communities and other not-for-profit organisations under Phase-2.

LCBP has shown its commitment to electrical microgeneration and has committed, to date, over £62 million (64%) of funding to it of which £54 million has been committed to the buoyant Solar Pv market.

Selecting your product within the on-line application With the MCS product transitional arrangement in place, please make sure to use the correct product description when selection the product in your on-line application! For example Dimplex heat pumps are now listed under GDC Group Ltd (Dimplex). Selecting the correct manufacture name, given on the relevant website, will allow you to choose the latest product codes as follows.

MCS Transition Arrangements for Products

As part of the development of The Microgeneration Certification Scheme (MCS), the Clear Skies products lists will be withdrawn on 31st December 2009. The industry was formally advised of this process in November 2008. In light of this action, Transitional Arrangements - Dec09 have been developed in order to facilitate the transition of the Clear Skies product list to MCS products. Please see Transitional Arrangements - Dec09 for a summary of the process and details of the requirements which product manufacturers will need to meet in order for their products to be included in the transition. Also please check the MCS website for further updates.

CLOSURE OF LCBP-2 (EXTENSION) TO SOLAR PV APPLICATIONS

Due to unprecedented demand, we have to close LCBP-2 (Extension) Programme for Solar PV Applications from 30th November 2009 as the technology ‘pot' of £13 million has now run out.

Budget 2009 extended the LCBP-1 & LCBP-2 Programmes with an additional £45 million and of this we created a technology ‘pot' of £18 million ring-fenced for Solar PV under the LCBP-2 extension.
LCBP-1 Extension remains open for Solar PV applications to new household applicants until 31st March 2010 when the Green Energy cash-back tariffs come into effect. 

A MESSAGE TO ALL INSTALLERS!

We are and have been receiving quotations giving the costs as a lump sum. Please note ALL LCBPP2e quotations need to include an itemised cost breakdown that mirrors section D of the application form. 
We would also expect the quote to include a brief description of the installation / project (i.e. including location and integration aspects). If there are any unusual design aspects please add these in the allocated box at the end of section D.

Providing this information will avoid delays in processing applications.
